What is a Certified Site Safety Manager?

A Certified Site Safety Manager (SSM) plays an important role in ensuring construction site safety. The SSM is required by the NYC Department of Buildings for large-scale projects. DOB-certified site safety managers are responsible for overseeing the safety of a construction site and ensuring that all workers are following New york construction safety protocols. This includes conducting regular inspections and training employees on safety procedures.

When is a Certified Safety Manager required in NYC?

According to Section 3310, a site safety manager or site safety coordinator must be assigned and present for the construction or demolition of a major building. A major building is defined as:

  • An existing or proposed building that is 10 stories or more, or at least 125 feet in height;
  • An existing or proposed building with a footprint of 100,000 square feet or more, regardless of height; or
  • A building designated by the commissioner due to unique hazards associated with its construction or demolition.
Per Section 3310.5, a certified site safety coordinator may substitute for a site safety manager for construction, vertical or horizontal enlargements, or partial/full demolition of a major building, provided the building:
  • Is less than 15 stories or 200 feet in height; and
  • Has a footprint of 100,000 square feet or less.
Under the current code, a major building is defined as 10 stories/125 feet or taller, or with a footprint of 100,000 square feet or more. However, as of December 11, 2024, the updated code will lower this threshold, redefining a major building as one that is 7 stories/75 feet or taller. Responsibilities of a Site Safety Manager

A Site Safety Manager's responsibilities include reviewing safety protocols for construction sites, as well as conducting safety audits. They possess expertise in OSHA-CFR 1926 “Construction Safety & Health” and the New York City Department of Buildings Construction Safety regulations under Chapter 33. Their primary responsibility is to ensure a safe and healthy environment for both site workers and the general public.

Responsibilities include:

  • Performing Routine Inspections: The Site Safety Manager conducts regular inspections of the job site to identify potential hazards and to comply with construction safety regulations.
  • Creating Safety Protocols: The SSM develops safety plans that outline procedures for emergency response, evacuation routes, and first aid.
  • Training Workers: The SSM provides training on safety procedures, including the use of personal protective equipment (PPE) and fall protection.
  • Investigating Accidents: In the event of an accident, the SSM conducts an investigation to determine cause and recommend corrective actions.

Requirements to obtain NYC DOB Site Safety Manager Certification

  • Experience: Gaining relevant work experience is essential for meeting the eligibility requirements to become a site safety manager. Typically, candidates must have at least five years of experience in construction or a related field, including a minimum of three years in a supervisory or managerial position.
  • Training: The NYC Department of Buildings (DOB) requires candidates to undergo a 40-hour Site Safety Manager training course. This program focuses on key areas such as construction safety regulations, hazard identification, and emergency preparedness. The program must be accredited by the NYC DOB to meet the certification standards.
  • Site Safety Manager Exam: TAfter completing the training program, candidates are required to pass the Site Safety Manager exam conducted by the NYC Department of Buildings (DOB).
